2014 Back to School Clothing & Footwear Allowance

10th June, 2014

Dear Oireachtas Member,

I wish to let you know that the administrative arrangements for the 2014 Back to School Clothing & Footwear Allowance (BSCFA) Scheme are similar to those that applied in 2013.  Again this year, a large proportion of BSCFA entitlements (114,300 customers and 203,100 children) will be fully automated with no application form required.  Letters will issue to the people concerned over the next week informing them of their entitlement and notifying them that payment will issue in week ending 18 July.

Customers who do not receive an automated payment are required to complete application forms which are being processed from a centralised unit in the Department’s office in Letterkenny.

To avoid duplication with automated payments, customers are requested to wait until 16th June before submitting an application form.  Forms will be available from Local Offices, via SMS (text “Form BTSCFA” followed by your name and address to 51909), from the website www.welfare.ie and by email at BSCFA@welfare.ie.  A text message acknowledging receipt will issue again this year to each customer who submits a manual claim so it is important that customers provide a mobile phone number as requested on the claim form.

A phone bank is in operation to deal with queries on the scheme. The LOCALL number is 1890662244.

To qualify for Back to School Clothing and Footwear Allowance the person;

•           must be in receipt of a qualifying Social Welfare payment and

•           the  payment must include an increase(s) in respect of a child/children, and

•           they must satisfy a means test.

The rates of payment are €100 for children between the age of 4 and 11 years and €200 for children between 12 and 22 years. Children between 18 and 22 years must be attending second level education to qualify.

Information in relation to the scheme will be updated regularly on the Departments website.

Yours sincerely
